The process that lays out key steps in the generation and review of forecasts, including what kind of information is needed to prepare forecasts; who has that information; how that information would be collected and then transmitted to a forecaster; where the forecasting function would reside; which forecasting philosophy would be followed— one number or multiple numbers; which forecasting approach would be used; who would participate in the process; and after forecasts are prepared, how their performance would be evaluated for future improvement.
